Herb Berman Time of alarm receipt 2:29 PM Time 1st Unit on Scene: 2:32 PM Type of Incident: MAJOR FIRE IN RESIDENTIAL BUILDING Injuries: 3 Civilians Rescued by Off Duty FDNY Lieutenant & members. All removed by EMS to hospital Size-up: 3 Story Brick 20x60 Residential General: This was an ALL HANDS fire. Alarm Box adjacent to premises was removed in pilot project. Off duty Lt. screaming for someone to telephone in the fire as he is entering blazing building to make rescues with other off duty Firefighters. A woman passerby, unable to find a pay phone, HAD TO RUN SEVERAL BLOCKS TO QUARTERS OF ENGINE 321 TO REPORT THIS FIRE! Entered Firehouse screaming "FIRE!" Engine 321 was on the ramp exiting quarters (in response to her verbal report) before the first phone alarm came to them! She was at Eng. 321 at least 45 seconds to 1 minute before Fire House received 1st phone alarm. The time it took for the Lt. to find the woman passerby, the time it took for her to run to the firehouse plus and additional minute, was lost because the box in front of the premises had been removed!!! This is another of several recent fires that we are aware of where constituents have had to run or hitch a ride to a fire house to report a fire! 1 fire resulted in the death of 13 y/o girl. Today's resulted in the need to rescue and hospitalize 3 civilians! Today, once again, several minutes were lost because the fire couldn't be reported from the scene!
