Posted to carmachicago by Rich Carlson: Prior to the September 11, 2001 terror attacks on the USA the NTIA and FCC assigned a group of frequencies for Interoperability by non-Federal agencies to use on joint responses with Federal agencies. These channels can only be used after obtaining a license from the FCC, which requires a sponsorship agreement from a federal agency. I have not yet heard of these freqs in use, but you can bet they will be eventually.
